Understanding of the economy of the North East Region (NER) of India needs an alternative theoretical framework. Alternative economics is a theoretical framework developed on the institutional system other than the market economy at its core. It does not preclude market, but fully recognises other non-market institutions that uphold the economy and spur or regulate motivation, behaviour or activities of the agents. It is a much more general theoretical framework than the one used by the establishment economics.

The North East Economic Review is devoted to research, analysis and documentation of intellectual output, mainly relating to social, economic and cultural aspects, regarding the North East Region (NER) of India comprising eight states, namely Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. It intends to present the said intellectual output in an integrated, thematic, systemic and evolutionary perspective highlighting the interelations among its different constituent sub-systems, the feedbacks (negative as well as positive) that each sub-system receives from the others and the resultant impetus that shapes the evolution of the entire socio-economic and cultural system of the region.

In particular, the objectives of the North East Economic Review are listed as follows:
- to present the socio-economic research studies relating to the North East Region in a theoretically spanned, systemically structured and organically connected canvas;
- to demonstrably pin-point the gaps in the intellectual endeavours leading to the missing links that impede the understanding of the functionality or dysfunctionality of the socio-economic system in response to the autonomous as well as policy-triggered forces;
- to stimulate, engineer and support the intellectual pursuits that fill in the gaps in the said canvas; and
- to formulate and nurture the intellectual framework to comprehend the meso-economic dynamics of the region.
Elsewhere, little has, hitherto, been done to meet the objectives laid down above. Therefore, the literature on the socio-economic and cultural dimensions of the region is often scanty, porous, un-integrated, theoretically sketchy and repetitive. The North East Economic Review (NEER) is a step forward to address these issues.
Understanding of the NER economy needs an alternative theoretical framework. Alternative economics is a theoretical framework developed on the institutional system other than the market economy at its core. It does not preclude market, but fully recognises other non-market institutions that uphold the economy and spur or regulate motivation, behaviour or activities of the agents. Unlike the dominant establishment economics, it does not presume equilibrium conditions, but only provides for a self-organizing system that may possibly have dynamic, stochastic and multiple equilibria, just enough for the emergence of patterns and regularities with noticeable variations. It provides for the possibilities of development (evolution) and social justice in such a socio-economic system. It is a much more general theoretical framework than the one used by the establishment economics. All researchers interested in working in the said direction are cordially invited to extend their hands of cooperation.
NEER is owned and managed by the Department of Economics, North-Eastern Hill University ( NEHU), Shillong, India. The faculty members of the Dept. of Economics, NEHU felt for a long time the scarcity of teaching materials (although the economics of North Eastern Region is included in the UG and PG syllabi for long) and research-based literature on the issues related to the North Eastern Region. The felt need of the same spurred the establishment of NEER.
